Europe felt a moment of respite on Monday, as the tension caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: positive announcements are released from different nations. Immense energy is devoted on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "settlement".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from Russian territory, a capacity enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by NATO members.
Shortly after, Kyiv's missile defense activated: several firings deployed against a hostile projectile. This was a modern interception technology at work, most likely provided by allied countries. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly transforms into resigned acknowledgment: maybe the incoming missile won't cause damage this time, sparing the city from ruin and another blackout.
Ongoing Risks
Following this, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a defensive team – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.
Periodically, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and infrastructure problems in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those entire period illustrated Ukraine's critical military reliance on Western support – a need that regional partners are evidently unprepared to substitute in the short term.
Failed Diplomacy
The 28-point plan from US administration provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new proposal from Washington adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually secure success. This pattern will, certainly, continue.
Political Considerations
It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington operates on a assumption familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House believes that it is unfeasible to compel Moscow to abandon the areas that it presently holds in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through words or deeds, from thinking that the status quo will not change more in its benefit in the near future.
Opposing Positions
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing people and territory but averting a total frontline collapse until circumstances change in its favour.
Existing Situation
Realistically, there are no real preconditions for a truce. Now, personal considerations are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their priority does not shift toward domestic problems. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will change their overall approach.
These two forces are driving the talks.
Summary and Prospects
It took a mere seven days to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, latest revelations, all did their job.
While new plans based on previous concepts are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
